I never knew the lyrics of this ghazal. Given that its Faiyyaz Hashmi (and I am certain now that it is), the composer might be the great Kamal Dasgupta. KDG-Faiyyaz Hashmi frequently collaborated in the 40s-50s and some of their best collaborations were sung by Jagmohan, others being Kanan Devi, Talat and Hemant.

Its definitely Rooh e Zebaa, not Rukh.

I've heard the expression "Kamli Waale" in other naats as well e.g. a naat singing aye kamli waale shah e madina. What does kamli waale mean?

roo and rukh have the same meanings... chehra, mukhdaa
zebaa..... bhalaa/ khoobsoorat
