It is Meena Kapoor.


There was an earlier discussion doubting it as that of Meena Kapoor's song.
Now, I have managed to find that post.

There should not be any doubt. It is Meena Kapoor. If she has forgotten
that she had ever worked with S N Tripathi or Chitragupt, it could
be a case of fading memory in old age. Were not there some more
answers like this from her which were also not true?
