I think this is a song sung by shamshad begum in tamil in late forties or early fifties.

hello maheshji.. well the song must be from remake of film aan .. as it has her song of same tune "main rani hoon raja ki kisi ko kya" in aan 1952

Aan (1952) - a movie by Mehboob Khan - was indeed dubbed in Tamil - Movie name was Aan (but in tamil it means MAN). quoting from upperstall.com - The film was also released in a shortened dubbed version in French as Mangalla Fille des Indes in 1954 and was the first Hindi Film to be dubbed in Tamil.
