I think that this song was in a film, probably the recording was not too good. As far as Noor Jehan's voice is concerned it went downhill because of many reasons. Firstly, she had thyroid problem since many years due to which her voice became heavy with age. Secondly, as she aged she suffered from multiple illnesses. Thirdly, she was one of few singers who could sing at a very high pitch and thus her voice was exploited in Punjabi songs starting from late 1960s. Thus, her voice lost some of its sweetness. But, yet till her death her classical mastery, emotionality and sensitivity showed brightly in whatever she sang. Even, when one hears her superhit song "Ki Dam Da Bharosa Yaar Dam Aave Naa Aave" (Sakhi Badshah, 1997), which was recorded when she was terminally ill one cannot stop oneself from relishing her voice.

This is not a film song, this song was recorded for a non film album "Sham-e-Qalandar", music director was late Nazir Ali, a brillient Punjabi film music director. Madam has sung about 8 non-film songs (Dhamals). This album was released in early 90's.
